Sorry, I have misread and misstated my problem.

Here's the issue: three of the fields are being copied to corresponding
fields in another table. Let's call the Field A, B & C.

When I try to paste into Field A I get a dialog telling me that "Field A
cannot be updated until Field B is given a valid value." I get the same
warning from Field B, referencing Field C.

I've tried changing the order of the copy/paste, starting with Field C but
then it tells me I need to enter a value for field B.

If I start with field B it tells me I need field A. And so on.

There's nothing in the field definitions that requires any interdependency
of any other fields, but two of them are attached to value lists.
